Which organisation occupies which site, who the people are, and how they raise work against their own tenancy.
Occupancy lives in a CRM, the site list lives in facilities, and the person who called about the leak is not on either. There is no tenancy to hang a request on.

Hold the occupying organisation Company record
Each occupying organisation is a company on the tree, linked to the sites they use.

Keep people against that occupancy People directory
Named contacts and site staff sit on the company. A requestor is a person, not a free-text name.

Let them raise work on their site Occupant request
Occupants open a request scoped to their company and site. It becomes a job without leaving their tenancy.

Track occupancy status Occupancy status
Current, ending, vacant. Lease dates where you have them. The job history stays with the space when people change.
Occupancy
Occupancy is the who on the where. A company occupies a site. A person belongs to that company. A request names that person and that site. When they leave, the jobs and assets stay with the facility. The next occupant does not inherit the inbox. They inherit a clean place with a history.
